I haven't seen this reported anywhere here before.
Apparently in Russia there is a youth movement called "Stop a douchebag" that attempts to enforce the road traffic regulations, against a common occurrence of finding cars driving on pavements.

For whatever reason, the women drivers appear often to have the worst reaction to this. There's one episode where a driver is getting very angsty, until a driver-by stops to help....with an AK47
And yes, it does worry me a little bit that the Russian appears to say "Stop Ham"
