That would be 99.999999% of the population of France then. I kind of admire them for their ability to put two fingers up at authority and park anywhere they dam well like. My favourite was four cars parked on top of a roundabout near Narbonne rugby ground when the whole area was rammed due to a big match.
I think you'll find it's a bit more complicated than that.

The streets around my office are like a magnet for fuddish parkers. I think it might be something to do with some people not wanting to walk more than 3 yards to get to the bookies'.







And a new garage which has opened under the railway bridge where people think the pavement is the car park.

Viz has the wonderful term "cashpoint cripple" for able-bodied people who park on double yellow lines outside an ATM.  See Old Town High Street in Swindon for an example.

Being a country boy I was unaware of the lady garden version of "fud". I've always used it to describe old folk and thought it a derivation of "old fuddy duddy", but the other version is funnier.   ;D
