I want to look at a website called projectcancelled.com and the browser returns this message.

Your PHP installation appears to be missing the MySQL extension which is required by WordPress.

What can I do?

I would guess the website owner hasn't updated either the latest php or mysql version needed for the updated WordPress version.

i haven't worked on servers that run wordpress for many years but istr there is a file that you have to get from somewhere else and copy it into particular directory

I bet you can google it...yes you can and it seems that Wordpress is still as awful as it ever was..no surprise!  :)
