Is it during that interview that Cav gives his opinion (which I think is perfectly reasonable) that the UK is obsessed with the Olympics, but for road cyclists are more important events to win?

Yes it is. And he comes across in a perfectly reasonable way, answering a question with a straight answer.

Elsewhere on the beeb, they report Cav as "ranting against British obsession with the Olympics" - which isn't really what happened! Oh well ...

Now that you mention it, I have witnessed many sports commentaries that would have been improved by a bit of Boycott here and there.
