Not as an electrically-assisted bicycle, certainly. But I can't see anything preventing its registration as an electric motorcycle.

surely it has to be charged up from the mains as well, it can't get ALL its electric power from being pedalled?

(Unless you take it in and use it instead of a turbo by charging it up by pedalling it while stationary indoors?)
