Getting an RAL colour from a picture

Basically I've seen a bike colour scheme that I'd like to copy (not copy exactly, but I like the colour). I wrote a nice e-mail to the manufacturer and was told they won't gibve me the colour details.
So, I have a nice picture, can I get photoshop to extract me enough information to work out the RAL code?

I had two ideas, one is based on CMYK values, the other on the web-safe browsing colours. I'm not really sure I know what I'm talking about, but I'm guessing that using the colour picker tool, averaged over an area of the colour I like, I should be able to get a value that I can convert.

Can someone help me?

If you can get an RGB from the picture, there are converters that will give you a RAL value from that. But it's likely to be an imperfect match. I'd get a copy of a real-life RAL chart and try to match it by eye, I reckon.
