Enforcement would be wonderful, but I'm not sure it's the most important. It's not enforced (or at least not except in extreme cases) in Bristol, but it does seem to reduce the typically accepted maximum from about 40 to more like 30, so it does have an effect. Plus, it's an indication of intent and direction, especially in conjunction with parking controls, etc.
